The Quiet Power of Service Catalogs (Outside of IT)

Service catalogs have long been a staple of IT departments – a structured menu of what IT offers, how to request it, and what to expect in return. The concept is sensible: when employees know what’s available and how to ask for it, requests get submitted correctly, expectations get set accurately, and the team delivering the service can plan its capacity accordingly. What’s surprising is how rarely this logic gets applied outside of IT, where the same chaos that once plagued help desks continues to run unchecked in HR, legal, finance, and facilities.

The Request Problem That Exists Everywhere

Walk into almost any business function and you’ll find the same underlying problem: people who need something don’t have a clear, consistent way to ask for it. They send an email to whoever they know. They message someone on a chat platform. They corner a colleague in the hallway. The request gets handled – or doesn’t – based on who saw it, who had capacity, and whether the right person happened to be available.

This isn’t a process failure unique to any one team. It’s the natural state of operations when request management hasn’t been designed deliberately. And the consequences are predictable: things fall through the cracks, priorities get set by urgency rather than importance, and the teams fielding requests have no reliable way to understand their own workload or plan around it.

IT solved this problem with structured service management – defined services, standardized intake, SLAs, and visibility into request status at every stage. The same approach works in any function that provides services to internal stakeholders. The barrier to applying it there has been less about feasibility and more about the perception that formal service management belongs to IT.

What a Non-IT Service Catalog Actually Looks Like

An HR service catalog might include onboarding and offboarding requests, policy clarification, benefits enrollment support, leave management, and job requisition intake – each with a defined process, an owner, and a clear expectation of turnaround time. Rather than employees emailing the HR generalist they happen to know, requests flow through a structured channel that routes to the right person based on what’s being asked.

A legal service catalog might cover contract review, NDA requests, compliance questions, and vendor agreement support – each scoped to a standard service level so that the business can plan around legal’s availability rather than submitting requests and hoping for the best.

Facilities might offer space reservations, equipment requests, maintenance reporting, and office supply procurement. Finance might catalog budget transfer requests, expense reimbursement, and vendor payment inquiries.

The specifics vary by organization and function. What’s consistent is the underlying structure: a defined list of services, a clear intake path for each, and visibility for both the requester and the team fulfilling the request.

The Cross-Functional Dividend

One of the less obvious benefits of extending service catalog thinking beyond IT is what it does for cross-functional coordination. When HR, legal, facilities, and finance all operate through structured intake systems, those systems can be connected – and workflows that span multiple functions become manageable rather than chaotic.

Consider a new hire onboarding sequence. IT needs to provision access. HR needs to complete documentation and benefits enrollment. Facilities needs to set up a workspace. Finance needs to set up payroll. When each of these steps is a structured service request with a defined owner and timeline, the onboarding workflow can be tracked end to end. When any of those steps runs on informal requests and institutional knowledge, the sequence breaks down predictably and the new employee bears the cost.

IT service management principles developed this kind of structured, trackable service delivery over decades of refinement. Applying those principles to the broader organization – using many of the same tools and frameworks, adapted for different contexts – is one of the more practical ways to improve operational coordination without a major change management initiative.

Adoption Is the Hard Part

The technical barrier to deploying a service catalog for a non-IT function is low. Most modern service management platforms can support multi-department catalogs with department-specific workflows, intake forms, and routing logic. The harder work is getting the function itself to commit to the discipline that a catalog requires.

A service catalog is only useful if it’s the actual path to getting something done. If employees can still get faster results by calling someone directly, the catalog becomes an optional layer that sophisticated insiders skip. Making the catalog the primary intake channel – and ensuring it actually delivers faster, more reliable results than the workarounds – requires both leadership commitment and a catalog that’s genuinely well-designed.

Starting Without Boiling the Ocean

The most practical entry point for most organizations is a single high-volume function with a clear request problem. HR and facilities tend to have the broadest employee touch, which makes the impact of improvement visible quickly. A well-designed catalog for one function builds the internal case for extending the model – and gives the organization a template to adapt rather than building from scratch each time.

The concept isn’t new. Applying it more broadly is long overdue.
